Taril.8619
In order to be able to put points into an Elite Specialization, you first need to fully unlock all skills and specializations from the core class. It costs 398 hero points to fully unlock everything from a core class. It then costs 250 hero points to fully unlock an Elite Specialization (30 to unlock it, then 10 per trait, 15 per skill and 25 for the Elite Skill, with Revenant being an exception and needing 20 points per skill and 30 points for their Elite Skills)So in total, it will cost 648 hero points for you to go from 0 skills to fully unlocked Firebrand. Cyninja.2954
Simply put:hitting level 80 gives exactly the amount of hero points on needs to unlock the entire core classthe entire core class has to be unlocked before ANY elite specialization can be learned or usedthe hero points needed to unlock elite specializations can come from any game mode (core Tyria, HoT, PoF, WvW, etc. with Hero Challenges in HoT and PoF rewarding 10 points instead of 1)elite specialization unlocks can be mixed and matched, you don't have to finish 1 elite before starting another, BUT only 1 elite specialization can be active at any time on a characterThere are far more hero points available than there are unlocks, leaving a lot of flexibility where one gets the points. A total of around 404 spare hero points will remain unlocking every skill, trait, ability, etc and when having gained all available hero points. Hesione.9412
For the extra HPs, there are frequent HP trains that start in Verdant Brink (for HoT maps) and Crystal Oasis (for PoF) maps. Often a LFG is listed (although that will auto-close if the squad hits 50 players). Comms also call in maps if a HP train has entered. It is polite to tip if you have used a HP train.Another alternative, for specific HPs, is to ask in map chat for help.

I was leveling a new toon and jumped to Verdant Brink. I did the HPs that I could solo/commune and then called out for help on the ones that I couldn't. Responses were pretty quick.
