When people buy games in early access, which is to say that they pay the developers to test their unfinished product based on as of yet unfulfilled promises, none of this should be surprising.

You do?  I don't see that on any store front.  Preordering PoF did not get you a free character slot.  There were bonuses but not a character slot.  That only comes with the deluxe edition of the game...which you didn't need to preorder.

We got one in HoT after much backlash, so I figured PoF had it too, didn't remember.

That was because of the revenant profession. Players were complaining that they'd have to delete a character or pay another 800 gems just to be able to use part of the expansion. Some players (some of the same and some different ones) were also complaining that HoT was too expensive (in the UK all the versions were about £10 more than PoF, and I think it was about the same in other countries/currencies). The two groups sort-of combined to say a free character slot should be included as a fix to both issues - you get more for your money and don't have to pay extra to play a revenant - and that ended up being what Anet did.

 

Since PoF was cheaper and didn't include a new profession I assume they didn't feel the need to include another character slot.
