I been guarding the pact controlled base for at least 3 rounds now and successfully defended it as well. Heck I not seeing those 2 monsters. I am doing the 'The Be-All and the End-All' Mastery point so yeah how to get these 2 monsters? It is the map problem?

I did the meta event at least twice. And have 2 toons guarding 2 camps for 2 real world days thinking it should have higher chances to meeting the duo. Unfortunately it isn't meant to be and I since given up. I did not notice the fort levels unfortunately
Its rng if they spawn 2 full metas is but a drop in the bucket mate.
Higher chance to spawn if you have higher level forts.
Sadly their health scale poorly so if you dont camp the fort as you said you do (good) , you will miss it.
Fort upgrades should make a difference to improving spawn rates I believe

I killed the demolisher yesterday with a friend, so, not bugged. Dunno about spawn rate or so though, just came accross randomly.
It took me much more than 3 rounds to get the last one.
It takes a long time. And they don't last long. And they can spawn at any of the fort's gates/walls, with two (or more) spawns per gate. You have to actively roam around the fort that can spawn your guy. Make sure map knows you're looking for a legendary. Join a RIBA/CF group. Once one spawns, and you kill him, it is likely another same one will spawn instantly. And then another. And this will infuriate you. Because Anet is inept at balancing random spawns on this map.
Join a RIBA group in the LFG under Central Tyria--Squad, camps are held up there and you can just afk. I would a legendary has like a 20% chance of spawning during the total meta run.
