My first thought when you had that guy at 24 burns was "This is typical Core Guard behavior".

In theory you could stealth up and stand next to unsuspecting victims. The burn application does no direct damage. I'd say I'm mature and responsible enough not to try this immediately, but I'm not. Gotta log in.
