Chronomancer Alacrity

Maintaining Chronomancer alacrity requires having targets, which completely breaks being able to maintain alacrity for mesmer portals.

They should just include Wells in both Grandmaster traits. Wells, Shatters, Phantasms all produce either Quickness or Alacrity depending on the trait.

I'd suggest two changes

1. no clone shatter should provide 2.5s quickness/alacrity, each clone provides additional 0.5s. Make it a PvE only change. It will probably overcap our boon duration in combat by too much. Consider reducing phantasm quickness/alacrity to 2s

2. stretched time now makes timewarp pulse alacrity instead of quickness. Cut its CD to 75s(same as PvP/WvW)

GIVE MORE ALACTRITY BACK TO CHRONOMANCER!  Why can't a well give alacrity anymore? Anet... You keep giving alacrity to every class in the game and taking it away from the one that brought it into existence in the first place. 

Before Heart of Thorns alacrity didn't exist as a buff in the game in any form. Introduce Chrono with the HoT expansion and alacrity is born. Fast forward to present day and of all the classes and specs that can give alacrity they're bottom tier.

I'm all for putting Alacrity on Well as well but make no mistake Chronomancer is 100% better in its current state than is every before even when Wells provided Alacrity.

We have gone from barely being able to DPS Support end-game content to doing it with no Boon duration which is a massive improvement.
