Condi scepter feels terrible and using a non-sword weapon on weaver is silly. The fact is condi sword is significantly below power sword at the moment, which doesn't make a lot of sense because it has less burst and a more complex rotation. That situation is also about to get worse as warhorn is better power weapon than it is a condi weapon. They can easily give condi sword the boost it needs while making the downward adjustments to power that they'll probably have to make to avoid 50k+ power sword/warhorn in the coming expansion and still have time to adjust staff, catalyst, and decide what they're going to have for lunch. First of all resource is limited so its about priority, and there are more pressing issues. The reality is you make weapon choices and Sword IS power or hybrid., for example I have played sceptre for years and accept I have low power. You cant have everything otherwise everything is dull and homogenised and the developers would be overwhelmed with balancing work. It's time. In your opinion. That aside the past is the past, todays priorities are todays priorities and making sword power or hybrid or condy is not one of them. The issue is that condi sword does around 10% less than power sword while having less burst and a more complex rotation. If we're looking ahead to the expansion, warhorn is a power weapon with an unacceptably high benchmark when paired with sword. They'll probably have to adjust power sword downward anyway. Power sword and condi scepter have fairly easy rotations as far as ele goes so they are probably happy with that. Sword has loads of condi application, and before the scepter buffs it was THE condi weapon on weaver. So nope. Scepter is used in FA power builds cause of AIR/FIRE skills, so nope again. Hammer can be used as a condi weapon (my condi cata says hi). Nope again. Staff - the best dps build for staff is a condi dps build (which benches around 38-40k depending on how fat the hitbox of the target is). So nope again. Dagger - can be used as a power FA weapon with fire/earth/air, condi with fire/earth and even hybrid. So nope. Not to mention that ALL of the weapons CAN be used as hybrid to a certain extent.
