Legendary Runes?

This question is probably rhetorical, because the answer might be obvious, but I need to know for sure.

Legendary Runes can only be applied to legendary armour, right?

No. They can only go into level 80 armour, but it doesn't have to be legendary.

They're arguably more useful if you don't have legendary armour, because you can remove them (or just change the effects on them) without needing an upgrade extractor. (You don't need an upgrade extractor to remove them from legendary armour either, but that's true of normal runes as well.)

Sincerly i would recommend you to wait a bit if you need to buy the materials to craft them , with anet announcing any account owning 1 leg. rune will get the legendary relic for free if crafted before the next huge patch in 30 days , the price of component have sky rocket atm , so maybe wait a bit the price goes lower because i think it more than doubled.

   Just start getting some of the time capped materials day by day, as the Provisioner Tokens, and farm volatile magic to buy trophy chest from the vendors in the Living Story Season 4 maps to gradually fill your materials in the bank. That would make it cheaper reducing the amount of stuff you'll need to buy. The main advantage of having a single legendary rune is that you can use it for all your underwater breathers and makes good sense since there's not legendary version of them. So you can get all your respirators covered and earn the legendary relic with a single rune. For the armors I think that going for the legendary armor pieces before the runes makes more sense since they allow you to reset stats, appareance, add and remove regular runes and infusions without damaging them.

There is no doubt that now is an expensive time to craft a Legendary Rune, probably 100-200g more than usual because anyone who has one when the next big update drops in about 30 days will get a free Legendary Relic. This means a lot of players are crafting their first Legendary Rune right now and Charms have doubled in price.

So waiting is a good plan, particularly if you (OP) don’t have many resources.

However if you do have a decent amount of gold and other materials already and have multiple characters you play (which is really where legendaries shine, you get minimal benefit if you only have 1 or 2 characters) then OP might want to consider joining the rush and crafting a single Legendary Rune before the update drops so you get the free Legendary Relic. Just be aware it will be quite expensive, particularly if you don’t have some charms already or a way of acquiring them (salvaging when done right, Google how to salvage to get charms).
