I most often see everyone who can tagging up just for fun while waiting for an event to start, and occasionally as a reaction to someone actually trying to unnecessarily double up on tags for an event which only needs 1 commander (and maybe not even that), or trying to take over from the first commander for some reason.In this case it could be either one, or both.
