Once you've got the mounts they're unlocked for your whole account - all of your characters (even new ones created after you got the mount) can use them everywhere in the game. The only exception is instances like dungeons and story instances from before PoF, then they're disabled (as is gliding) because apparently using them could break some of the mechanics.
