Tornado vs Rampage...what is design bias?

The first elite can win you losing matches while the second lose you winning matches . When I think about balance decisions in GW2..I feel nothing but anger and disdain, even to the uneducated eye this is clear example of personal bias , tell me what you want but at least tell me where I am wrong

Elementalist isnt supposed to have good elites. I just laugh when i see a tornado, feel bad for them when i see the glyph, and pretty much never see fiery greatsword.

One is meant for PvP, the other is meant for PvE - simple as that.

Same goes for e-specs.

Same goes for metabuilds in any mode.

Just because you can doesn't mean you should, as has been true since release.

I never see tornado used in PvE. It's not truly useful in any game mode.

I think if you use Elixir X underwater, you can still see it.

The difference between Rampage and Tornado is particularly hard felt on builds where I've used Elixir X. I pray every single time to get rampage. If it's tornado, I just hit 3 -> 4 -> 5 and exit the transform after.

Tornado is actually super powerful if used in the right situation. It’s probably the most powerful skill in the game for denying a res and the cc/damage from it can absolutely turn 1 down into a wipe. If u spam it off cool down in a 1v1, then it will seem useless to you I guess.

Just because an insanely OP skill like rampage is better, doesn’t make tornado any less good.
