The thing is, for thieves, adding a new 1 handed weapon means adding a new number 3 for all the other 1 handed weapons.
Since they didn't want to be bothered with that problem they gave thieves two 2-handed weapons in a row.

So I wouldn't expect them to go the extra mile and add another workload on top of it.

because its built into their lore... they are able to wield all melee weapons in both main and offhands. its apart of the class fantasy of being a "weapon master". thief doesnt get the same right

That's ironic considering that was Assassin's role in GW1 with "Way of the Master" allowing them to have high crit with any non-dagger weapon. Then they just sorta devolved into crappy thieves who don't know how to use anything that isn't a dagger properly, and not even that is done well anymore considering some of their poor combat choices, like L(oser) Death Blossom.

But Warrior went and stole their Weapon Master status as well as being simped on pretty hard by Devs for most of the game's life while Thief was shoved into lockers.

well yes.. but sadly Thief didnt get everything assassin did... Master of Arms went to the warrior effectively..

in PvE the top DPS Options for Thief is with a Staff.

the reason thief only wields Dagger + Pistol / Shortbow is Obvious. Thiefs Damage overall got nerfed alot and also thanks to 3 Dodges and mobility its been built into a Roamer only role where its job is to basically Sprint between points and Decap then + 1 Fights due to how quickly it can navigate a Map.

Due to how Strong this role is... it doesnt matter how strong something else is.. it Just Wins. its part of the reason i dont think the new especc has a hope in hell of replacing Daredevil atleast in PvP Situations. Why would it?... it strips Thief of the one role thats its kept itself Meta for effectively.

I'd love to see a More condi based Brawler build come out of thief.. but our current role is too valuable ontop of this... our weapon ability access will be restricted masively making it much harder to move around with the bow effectively.. this specc would have to be OP at side noding to even stand a Chance at replacing daredevil.. and even then it prolly wont fit team comps.

tbh we could say that about every core specc at this point.

Deadeye i wouldnt say is a Mess.. the problem with deadeye is restricting mobility with the whole kneel mechanic just isnt rly usuable.. ontop of that.. Daredevils just too strong. its always been too strong.

Daredevil is effectively what core is susposed to be..

i kinda wish they'd roll the 3 dodges into Core.

It’s unlikely ANets devs are lazy. Constrained by the resources and staffing allotted them by management, much more likely.
 

Designers, artists and programmers don’t end up working at a top gaming company because they do things halfway. They are limited by choices made by the company, however.

The more likely answer is very simple. 

If they give thief 2 weapons. Everyone will expect 2 weapons and the cycle continues you can't argue 

Thief needs a offhand with sceptar but engi doesn't need more offhands along with mace.

Then you could argue maybe mesmer needs dual daggers not just a single one. 

The list goes on. 

At the end of the day every specc. Could use more of something somewhere. However you cannot just keep mounding up the changes continously.

I don't think that the restriction of mobility is the issue here. If they would have gotten propper range on the weapon then it would be able to do what a sniper is supposed to do: applying area pressure. But since it is just slightly above mid-range in "normal mode" and still below ranger longbows effective range in "sniper mode" it effectively fails to do that. If 1500 would have been the base range with Kneel increasing it by 100% then it would have been capable of effectively cover an area and thus be able to fill a unique niche that would have made it worthwhile even without a focus on mobility.

I'd argue the mobility defintly has a factor.. it has its Niches in some fights.. but lets face it... Ur Effectively losing DPS For everytime u have to move.

get put on a Mechanic which requires you to do something and ur gonna be screwed DPS Wise.. alot harder then most other choices, immobile options have never rly done well... unless it has Enough mitigation to tank/Absorb incoming Damage to some extent which thief defintly doesnt have.

i do wish Deadeye was better tho.

But that mostly applies to instanced boss fights as they generally force you into a small arena the boss can cover in its entirety however with the proper range it wouldn't be that much of an issue for anything else.
