Depends on who wanted it made, but chances are NCSoft/ArenaNet would have ordered it for advertising purposes, in which case they pay for it. If it was good though, it would end up paying for itself. An anime about the life and death of Shiro Tagachi (the main antagonist of Guild Wars 1: Factions, and the guy who provides the revenant with the Legendary Assassin Stance).
