Permenant evasion on thief

There is a build going around where you can get permanent evasion on thief.

Daredevil thief can now run staff + sword pistol with traits that remove conditions and restore initiative on evade. By chaining vault, to pistol whip, to sword evade the thief can permanently evade all attacks and deal AoE completely through vault, pistol whip, and daredevil bounding dodge. Additionally the build can chain teleport using sword and shadow step to instantly disengage to 2400 meters, which is enough to trigger out of combat.

vault has cast time where you can hit it, pistolwhip has cast time which you can interrupt, what other sword evades thief has you're assuming here? Also vault and pwhip has ini cost of 6, calculating cast time and ini regeneration the highest possible evade uptime is 33% if evades from dodges, boosted vigor from acro are taken into cosideration.

There is no such thing as permanent evasion on thief, all the skills you listed have Punsih frames baked in, the Vault on a staff even tells you exactly when the Thief is vulnerable........

Fun fact Thief used to have an almost permanent evasion spec but Anet Repeatedly nerfed Thief Endurance generation and the evade skills on weapons.

There are still things to complain about thieves? Oh my. Those pitiful creatures. The ones I come across now (core/DD/de) fight like crabs holding knives - they be needin' help if anything, they just scuttle away most of the time. I kind of feel sad for them, the ones that try to attack me. Thieves need an evolution buff of some kind to make them feared again.

There is a better build called Endless Dodger while it applies tons of conditions on the target, it never ran out of dodge/evade.

Two major nerfs to this build recently (this past month), the nerf to the Runes of Adventurer (20s cooldown now) and the nerf to not allow Major and Superior Sigils of Energy on the same weapon (basically an extra dodge on every 18s).

Technically, the evasion was improved with Dancing Dagger 4s evasion but it never was "permanent" anyway just 18ish seconds straight.

By the way, it's double staff with Quick Pockets and you use Staff 3 alternated with Bounding Dodger so you can't be hit often (Acro/Trickery/Daredevil lines). You are still subject to ground based CC and walls. From a damage standpoint, it's fairly low but what can you expect with just Staff 3 and Bounding Dodger or Lotus Training (nerfed long time ago too) and maybe the occasional weapon swap damage. You basically use gear for 100% boon uptime for perma Vigor (2 extra dodges per 20s with endurance food) but there is no solid power/condi/concentration gear option so Lotus Training is lackluster option.

Mirage (because you can mix in 2 stealth utilities, another evasion or teleport utility and 1 torch stealth) and has the better 1s each dodge evasion/sword 2/axe 3/F4 invulnerability/blocks/evasion mirrors available too option that lasts longer and is much easier to control, much easier to leave a situation gone bad and finally is easier because axe cleave + illusions damage requires much less precision on movement.

no build can have 100% eva. because dodge by game design is flaw eva system.

Dodge: .015 frame and .75 - .7650 is punish frame <-- this apply to all classesFlanking strike: .7450 - .75-.7650Pistol Whip: .7450 - .75Death blossom: .015 - .515Vault : .5 - .75Disabling Shot : .015 and .25 - .2650

If you timed all your evasions, you can leave an impression of having a 100% evasion time. It requires a lot of experience to be able to read your opponent and time your evades.
