The 24-, 28- and 32-slot bags are account bound and will not get traded on the TP, only the materials will. Also please realize that the cost rises significantly with one 32-slot bag costing more than eight 20-slot bags.

I thought the intermediate ones were soulbound, not account bound...

There's a total of 10 bag slots available and the biggest bag is 32 slots, so you can get a maximum of 320 inventory slots. (Plus 24 shared inventory slots.)

But maxing it out would be hugely expensive because even 1 32 slot bag is expensive to make. I'd strongly recommend getting 20 slot bags first and then upgrading one at a time if you really find you need more inventory space. And also thinking seriously about what you actually need to carry with you and what could stay in the bank or even on an alt.

The cost of a 32-slot bag is around 140-150 gold. The cost of a new bag slot is 400 gems; the cost of a new character slot is 800; and 20-slot bags can be obtained easily at just over 10 gold these days. Today's gold:gem ratio is roughly 400 gems for 140 gold.

With those numbers, here are three ways to increase storage by 100 slots:

  • Adding a new character with 20 slot bags: 320 gold
  • Adding three bag slots to an existing character and crafting 32-slot bags for each: 960 gold
  • Adding five bag slots to an existing character using 20-slot bags: 750 gold

Adding a 'mule' character is definitely the cheapest method, though not as convenient as you need to remember who is holding onto what. Another slight benefit to adding a character is another yearly birthday reward.

That's not even including if you buy things when they're on sale.
