Actually, it depends on your point of view.

Either the total damage done is too low, or the cast time is too long.

In the current state, the damage dealt isn't worth the cast time (Being barely stronger than simply auto attacking, which also provides Vuln stacks and allows movement during)

Increasing the total damage done or decreasing the cast time can both alleviate this concern.

More total damage means it's more worthwhile to pull off, especially if you can get the full cast off.

Less cast time means it's easier and more efficient to pull off, providing the current throughput but over a shorter period of time.

Both methods increase its DPS to being more significantly better than simply auto attacking for the same period of time.

Strictly correct but buffing the damage numbers would result in forum QQs that get Warrior nerfed whereas reducing the cast time allows it to better perform at its full potential in a way that is overall better for the warrior namely by reducing the time self rooted and increasing the might generation rate from FGS.

Both buffs would result in forum QQ's that get Warrior nerfed.

Buffing the damage numbers will make people look at the raw power coefficient of the entire skill and cry OP.

Buffing the cast time will make people in PvP take a full HB more often and get chunked down and cry OP (As well as cry about how Warrior doesn't have to self-root as much to perform this action)

Cast time change would likely get nerfed harder, due to people in PvP being super salty about Warriors being able to do anything. Which would be exacerbated by the effect that Quickness would have on cast times (2.5s cast > 1.25s cast = Heckin' bursty af)

Meanwhile +10k damage skills that are easier to land exist across several classes and weapon sets, and will continue to exist. A faster 100B would still be self rooted, and a stunbreak/condi clear would negate any setup and allow a dodge out of it. It would still have counter play to it, while at the same time would no longer be less efficient than auto attacking.

Adding vuln to it is not itself a bad idea. I'd still rather have it cast faster myself first and foremost, or have the self root removed from it before other aspects are changed.

Make the skill easier and more efficient to execute first, then we can discuss if it really needs damage/condi buffs to it.

Just skip the number 2 button and pretend the skill doesnt exist it's been this awfull for god knows how many years, if they never changed it what makes you think they will change it now, overall warrior in this game is a freaking joke, in pve is a supporter, in wvw still feels like a suporter, every class specially condition specs can neutralize fairly fast, you need to play really good to achieve anything, the effort isnt rewarded most of the times either... what part of class design Warrior, a brutal berserker SHOUTS SUPPORT, it just means aside from the 3 ability from the GS is good, nothing else in that weapon is worth using for warrior....

Why this will never change? Because sadly the very same developer who will look at these skills believes Lich Form is fine and balanced in its current state.

the more rev i play, the more i realize such a failure of a class warrior is.literally.dev kept buffing full counter in hope of power warrior surviving as side noder, but instead warrior became anti fun support,it has the best support because it lives the longest

because it's not about survivbility, it's how warrior can't land damage properly.and dev still keep buffing passive sustain via cheese mechanics, instead of giving warrior better option to land damage so warrior can actually avoid damage by actively positioning, instead of just perma sticking to enemy and taking all the damage

Like how ranger gets shield block on GS and it is fine but the fix for shite weapons with bad mechanics on warrior is giving it more damage, like it doesn't hit ever f f s. Why would anyone pick off hand sword over shield or torch, mace would have been actually useful if it did kinda the same as ranger GS even with 1 second block and if hit you get to do an attack that, you can aim. If you look at spealbreaker it looks like it was slapped together last minute allot of the skills are reused, fucking FC is Protector's Strike with particle effects added( has the same bug to boot).Like there is different people working on every class and they don't speak with each other at all, some are reserved, some seem lazy, some are stuck in the past and some are like give this one a nuclear warhead to blow everything.
