Balance patches often come at the same time as expansions, so I think an expansion which also introduces new elite specs could be an ideal time to adjust balance across the game to address power creep.

While I agree that this would be an opportunity to balance the game on a large scale, the past has shown that it's quite unlikely to happen. We always got steadily more powercreep in general, so I don't see why this would suddenly change if they ever add more E-Specs.

If there's one thing Anet are consistent about it's being inconsistent. I don't think they have any intention of sticking to an established pattern with each release, beyond where they've explicitly said so - like the annual schedule (and then only until they want to do something different). Power creep isn't a deliberate part of expansions (unlike some games where needing the new skills and items to keep up is part of the selling point), and they have made efforts to reduce it before, just not very effectively.

They've also done big re-works with expansions before, like HoT changing the whole way skills and traits are unlocked and used (that's when specialisations where introduced), so I don't think it's out of the question.

Even if they do, they'll give you more hero points than you need. That was the point of giving you more, so you could skip hero points you don't like.

that's already the case , i play shout reaper and i scream at my enemys "you are all weaklings" and they die out of emotional damage and the few left have so less hp i only need to belch "your soul is mine" to finish off.

E-spec is not only equal powercreep , it give you another way to play your class , i didn't remember the introduction to druid being an insane powercreep , nor scourge for the necro who was very underwhelming on release.

OP is asking about Hero points, hero points are a "currency" to spend on traits/skills -both core and elite- and nothing other than that. What you're talking about here are hero challenges. While these are connected, they're not the same thing. Hero points are not needed for anything else (that includes map completion), but getting them will be the side effect of completing hero challenges if you're going for the map completion.

If he has all specs/especs/skills unlocked, hero points are not used for anything else. If he'll need map completion for legendaries, he'll need to complete hero challenges and yet he'll still have no use for hero points he keeps accumulating.

Especially since everyone above me had essentially said it already, I thought that the implication of what I wrote was too obvious to need explicit stating: unspendable hero points have no value, but there is value in acquiring more to get map completions and possibly the gift of exploration.  I will do my best to keep future explanations more simple.  I hope that helps you.

You directly quoted OP's initial question and responded with something else. It's ok that you misunderstood the difference between hero points and hero challenges, it happens. I just corrected what you were wrong about -not just for you, but also for any potential future readers with the same question as OP. No problem. 
...and no, in OP's case there's no value in acquiring more hero points. For all we know now, they'll remain being useless. Worth pointing out especially considering the not-so-recent-anymore implementation of the lantern system.
