Man even if u hate thief and its design u cannot look at the history of thief changes and say the class is favored, even if uve got a huge bias against the class. Ele hasn't had much favoritism towards it throughout much of the games history, though yes currently it seems to be getting the best treatment as of late. I can't see them letting the exact notes go live without having adjusted some values and correcting some cooldown oversights on their end. Thats not really true though. The time where we had big tournaments, like ESL and Worlds, includes a lot of HoTs meta. During which thief was at best mediocre and at worst not even viable. If you look at ESL, out of 8 possible teams, exactly 2 had thief. The only class less represented than thief was Guardian. Likewise, for worlds (the one time we had them), out of 6 teams only 2 had thief. This time beating out 2 classes, Warrior and Guardian, but still the 3rd-least brought class. If you include MATs, this MIGHT be true though. I say might because its actually hard to say exactly, Elementalist was top tier for the longest continuous time, from the start of the game until the middle of PoF (or late PoF?), but then it had a prolonged period of unviability, before recently returning as the broken build again, while thief was great during late PoF, early EoD and has now fallen off as well.
