Contemporarily, it's seen as a sign of innocence and childhood. It could be that the Queen wishes to be seen as humble by her subjects by going barefooted, or as a sign of some recognition that she, despite being a monarch, also serves her people. What sets her apart from the stereotype of a delusional moon child is how that trope is a conscious ruse on her part. This masks her borderline devious aptitude of navigating the hypocrisy inherent in Kryta's aristocracy; often turning noble decorum into a trap to gain "cooperation" from "neglectful" members of Kryta's Noble Houses. That wit is what earned her some enemies in the ministry, fearing it threatens their individual seats of power. Moving back to the whole barefoot thing...... She has a desire for Divinity's Reach to become a place of safety and comfort for the citizens of Kyrta, and this has lead to a number of somewhat quirky, but oddly practical laws in DR. The one in relation to this is a rigorous upkeep ordnance to keep the Streets of DR clean and free of debris, citing a desire for her, or the citizens, to be able to walk the streets of the city without injuring their feet. Its unclear if Jenna created the ordnance out of a desire to walk around barefoot, or if she walks around barefoot as a way to enforce it (so the ministry doesn't slack on city maintenance)..... but thats exactly the kind of ambiguous motive shes known to use, to keep her detractors on the defensive. By coincidence (or possibly intention), this occurred during the same window as the Consortium started exploring Fractals. And now we've recently learned about the Human gods withdrawing from Tyria's dimensional planes... which is kind of troubling since we're already eyebrow deep in multiverse theory with the Mists and WvW. That makes us unwitting time travelers when we hit way points...... or going back and reliving LS story chapters as if we didn't already know the outcome.... Also like bringing up the fact we have a multiverse, but don't automatically default to evil twin plot lines.
